Delicate Balancing Required Between Human Rights and Security Concerns: Justice Patil



Justice Shivaraj V. Patil, Member NHRC has said that human rights law seeks to strike a fair balance between legitimate national security concerns and the protection of fundamental freedoms. It acknowledges that states must address serious and genuine security concerns, such as terrorism. However the means adopted to defeat terrorism must be consistent with the rule of law. He was delivering the keynote address on 'Human Rights, its Genesis and Application in Conflict Environment' at the 8 Mountain Division Human Rights Seminar at Kargil, Jammu & Kashmir on 22 May 2005.
