Human Rights sensitization training at LBSNAA, Mussoorie<br>



A two-day Human Rights sensitization training programme for the All India Service Officers (IAS, IPS and IFS) was organized in collaboration with Lal Bahadur Shastri Academy of Administration (LBSNAA), Mussoorie on 29 and 30 June 2006 at National Institute of Administrative Research (NIAR). A collective effort was made to bring these officers together as they have to achieve better human rights standards in the districts. In total, twenty officers (thirteen officers from ten States and seven Faculty of LBSNAA, Mussoorie) also participated in the programme.
Justice Shri S.H.A. Raza, Lokayukta of Uttaranchal, inaugurated the pogramme. Addressing the participants, Justice Raza stressed on principles of natural justice and human rights. Shri Rudhra Gangadharan, Director, LBSNAA also addressed the trainees.
The two-days training programme consisted of 8 sessions including Group Discussion and panel discussion. The topics covered including Civil and Political Rights, Human Rights Perspective in Police Governance, Sharing experience on Human Rights status in their respective States, Economic, Social and Cultural Rights, Role of NHRC and awareness generation and sensitization in Districts/Field. A panel discussion on Forest and Tribal Right - Issues with Human Face: A lecture on Trafficking and HIV/AIDS - Human Rights Issue in Indian also formed a part of the training.
During group and panel discussion the officer participants were apprised by the experts on how they can prevent the violation of Human Rights of the citizens in course of their duties.
The important speakers included Shri Chaman Lal, Special Rapporteur, NHRC, Shri Ashok Kumar, DIG, Uttaranchal, Shri P Michael V. Siromony, Chief Coordinator (Training), NHRC and Smt. B. Bhamathi, JS (Security), Ministry of Home Affairs.
Shri P. Michael V. Siromony, Chief Coordinator (Training), NHRC and Dr. S.K. Jain, Senior Research Officer (Training), NHRC were present throughout the programme. The participants evinced keen interest in NHRC publications, which were on display at the training programme.
