NHRC issues yet another notice to top Haryana officers on alleged attacks on Dalits in Kaithal





New Delhi, 21st May, 2013

The National Human Rights Commission has taken suo motu cognizance of a media report that one of the 17 absconding accused, wanted in connection with attack on the Dalits in village Pabnawa, District Kaithal, Haryana last month resurfaced again on the 14th May,2013 alongwith some others and attacked another Dalit boy resulting in grievous injuries to him. The injured has been admitted to the Post Graduate Institute of Medical Research, Chandigarh.
The Commission has observed that the contents of the press report, if true, raise a serious issue of violation of human rights of Dalits. Notices have been issued to DGP,Haryana and S.P., Kaithal calling for reports within four weeks.
It may be recalled that the Commission had already issued a notice to D.M. and S.P., Kaithal on the 16th April,2013 taking sou motu cognizance of media reports that more than 100 Dalits were forced to flee from Village Pabnawa when attacked by some upper caste goons on the 13th April,2013 when one Dalit boy dared to marry an upper caste girl. Even as a response is awaited on the earlier notice, this new violent incident is reported to have happened. The deadline for response to earlier notice is 23rd May, 2013.
