Other Interventions<br>
Apart from the large number of cases taken up daily by the single member benches, 202 cases were considered during the four sittings of the Full Commission, and eleven sittings of Divisional Benches in May, 2011.
During the month of May, 2011,
the Commission in 43 cases recommended monetary relief to the tune of ` 81,65,000/- to the victims of human rights violations or their next of kin, where it found a public authority guilty of negligence in protecting human rights. The summary of one of the cases is as follows:
NHRC recommends monetary relief of ` 5 lakhs in a case of fake encounter
(Case No.31844/24/2005-2006)
One Naushad Qureshi was killed in an armed encounter with police on the 23rd December, 2005 in Jaunpur, Uttar Pradesh. The State Government failed in providing timely reports into the incident in response to the notices served to it by the Commission. On the contrary
the State Government requested the Commission that it should not give any recommendations as it may have a bearing on the merits of the case being heard by a court of law. The Commission observed that so far as the violation of human rights is concerned, it does not determine on the crime being committed and proved before the court.
Finally, on consideration of the material on record, it held police responsible for indulging in a fake encounter and recommended that the Uttar Pradesh Government pay rupees five lakhs as monetary relief to the next of kin of deceased Naushad. It has also been asked for a compliance report along with the proof of payment.
