NHRC notice to the Government of Rajasthan over the reported involvement of two police personnel in the gang-rape and killing of a Dalit woman in Bikaner district



New Delhi, 27th June, 2023

The National Human Rights Commission, NHRC, India has taken suo motu of a media report that a 21-year-old Dalit woman was allegedly gang-raped and killed by three persons including two police personnel on 20th June, 2023. The incident happened in Bikaner district of Rajasthan.

The Commission has observed that the contents of the media report, if true, amount to the violation of the human rights of the victim by those responsible for ensuring the safety and security of the citizens. Accordingly, it has issued notices to the Chief Secretary and the Director General of Police, Rajasthan calling for a detailed report in the matter within four weeks.

The report should also include the present status of the investigation being conducted in the matter by the police, departmental action taken against the public servants, and arrest of the third accused. The Commission would also like to know what relief has been granted by the State to the family of the victim.

According to the media report, carried on 22nd June, 2023, both policemen had been suspended and the matter is being investigated.
